Translating technology strategy into tangible business benefits and savings

Background

TfL is a major user of IT equipment and Services for both customer facing and internal systems.  As a diverse group of companies, each with their own control of IT however, it was recognised that Information Management (IM) as a whole was failing to deliver the required quality of service at a cost comparable to industry benchmarks.   
A recent implementation of a central IM function within the group had been specifically targeted with improving performance and reducing total cost of ownership (TCO) of IT services across all parts of the organisation.   From this outline remit, the IM team generated an exciting new strategy built around pin-pointing the relevant requirements and areas of concern and investing in new corporate systems and processes to achieve these goals. 

Business Challenge

With a relatively new and small management team, the issue recognised was in taking the next steps from Strategy to a full and detailed Investment case, to be approved and progressed (through multiple projects) into implementation, all within a very tight timeframe and a changing environment.  The strategy proposed such a high level of change and expected improvements it was clear that some very diligent analysis and comprehensive (and possibly independent) scrutiny would need to be carried out in the process of building such a case.

Our Approach

With a small and dedicated team, Consulting Stream engaged with strategy authors, subject matter experts (SMEs), finance, programme delivery and various other governance stakeholders immediately.
Through the combined skills of the team, Consulting Stream was able to analyse, quantify, justify and describe the proposed projects in terms of four independent business cases within a six week period.
This scope was later extended to also deliver an ‘over-arching’ business case to summarise all projects into a single standard format, deliverable within one week, and then attend various governance boards in a supporting role.

Business Outcome

The business cases held up to the challenges of both the Investment board and the Programme Review Board, providing the required level of stakeholder confidence critical to taking such a programme into implementation.   Consulting Stream was then retained to progress this programme into the implementation planning stages – the client strongly recognising the quality and timeliness of the deliverables the team had achieved.
